The Secret Service is investigating the placement of a hanging effigy of President Obama on a sign in Plains, Georgia Saturday, the hometown of former President Jimmy Carter. Witnesses said a large black doll bearing a sign with Obama's name on it was discovered Saturday on a roadside sign announcing the town as "Plains, Georgia.
